Phase¶
Research-execution complete + 23 follow-up items closed; 6 of the 8 new items still open (2026-05-18 evening, pass 2) — backlog now mixes Research with Infrastructure / Operations. #36 (Operations Handbook) and #39 (GitHub Actions bootstrap) closed by [[OPERATIONS]] + .github/workflows/deploy.yml committed 2026-05-18 evening. All original-scope items closed (#1-#14) including #12 Exam calendar refresh. NIT-PY cluster closed (#15-#19, #22, #23). SASTRA cluster closed (#25, #26, #27, #28, #29). Audit-grade PDFs downloaded to attachments/: DASA 2025 brochure (#24), NIT-PY Fee Remission Circular AY 26-27 (#18b), NIT-PY T&P 2024-25 (#19b), NIT-PY Hostel Rules, + AY 2025-26 UG B.Tech Fee Structure (added 2026-05-18). SASTRA brochure (#25b) + T&P (#27b) closed as non-existent artifacts. 2026-05-18 propagation pass: NIT-PY revisions pushed into [[03-Summaries/Colleges-OnePager]], [[03-Summaries/Quotas-OnePager]], [[04-Plan/Budget]]; [[03-Summaries/Recommendation-OnePager]] rewritten from 2026-05-12 stub into the canonical single-screen "what should we do?" deliverable. 2026-05-18 candidate-set widening: PTU (ex-PEC) added as research target ([[02-Research/Colleges/PTU-Puducherry]] stub, backlog #34); curated 18-college pick-list built at [[02-Research/Colleges/_Other-Candidates]] (backlog #35 closed inline). 2026-05-18 (evening) backlog augmentation: 8 new items #36-#44 covering Operations Handbook, Obsidian fix, GitHub Actions bootstrap + variables + deploy-status, Cloudflare Access auth, culture-dimension systematisation, aggregator-re-fetch, and vault-wide TODO sweep. 21 closed; ~16 open (8 new + #34 PTU + 7 time-locked / parent-owned). See [[04-Plan/Research-Backlog]].
🔧 Material correction (2026-05-18) — NIT-PY §6 fees and §7 placement re-verified against official PDFs¶
Headless Chrome + curl --insecure against nitpy.ac.in (installed Chrome via .deb on WSL) located the official AY 2025-26 UG B.Tech Fee Structure PDF that the session-4 pass had not surfaced, and re-read the already-archived T&P AR 2024-25 PDF with full attention to the branch-wise table. Result: #18 fees and #19 placement both revised. #17 day-scholar strengthened with verbatim Rule 5.1 quote from official Hostel Rules PDF.
Fee correction: 4-yr tuition+institute ₹5.94 L (official) vs ₹5.48 L (Shiksha) — ~₹46 k understatement now fixed. CIWG tier = same as Indian general (moot for Dev but useful Budget context).
Placement correction: branch-wise numbers from official PDF supersede Careers360 transcription. Civil 81.25% / ₹14.4 L avg (not 59% / ₹6.3 L — Civil is highest-CTC branch at NIT-PY, small-N caveat); Mech 81% (not 60.71%); ECE 84% (not 72.41%); CSE 92.16% (was 88.68%). All five branches placed 80%+ — "EEE/Mech/Civil are the weak tail" framing dropped. See [[04-Plan/Decisions-Log]] 2026-05-18 entry for the full audit trail.
Day-scholar correction: Rule 5.1 of the official Hostel Rules PDF explicitly names "residents of Karaikal students" as eligible to apply for exemption to the Dean (Students) — the policy is codified, not discretionary. Dev fits the named category.
Target¶
B.Tech admission for academic year 2027–28.
⚠️ Major correction (2026-05-13)¶
DASA and CIWG verified CLOSED for Dev — both schemes require the candidate to have completed Class XI-XII in a foreign / Gulf country. Father's UAE employment is necessary but not sufficient. Quota stack re-anchored on PY CENTAC + JoSAA HS at NIT-PY + deemed-univ NRI. See [[04-Plan/Decisions-Log]] 2026-05-13 entry.
Headline timeline¶
| When | What |

Key resolved questions¶
- PY vs TN state quota: PY is primary (verified 2026-05-13). TN is conditional backup.
- Score basis surprise: CENTAC ranks PY candidates on 12th board % (PCM + 1 optional), not JEE Main.
- Hard constraint: Dev must finish 12th std at his Karaikal school.
- Highest-leverage CENTAC seat: PKIET Karaikal B.Tech BME.
- Bioinformatics ceiling: only SASTRA offers a standalone B.Tech Bioinformatics in scope.
- DASA/CIWG (2026-05-13): CLOSED for Dev — candidate residential requirement (XI-XII abroad) is the blocker.
- JEE Main lever (2026-05-13, refined 2026-05-17): JoSAA HS at NIT Puducherry — basis is state of first Class XII appearance (JoSAA FAQ Q41), NOT domicile. Class XII Marksheet from a Karaikal school is the only proof. PY Residence Cert NOT required for JoSAA HS (it's CENTAC-only). Day-scholar permitted (AY 2025-26 confirmed). NIRF rank 97 (2024). HS leverage: CSE HS closing 64,692 vs OS 19,758 — 3.3× looser. 4-yr cost ~₹8 L residential / ~₹5.5 L day-scholar.
- NIT-PY culture (2026-05-17, third session — backlog #23): verdict upgraded Low → Low-medium. Driver: one verified Jan 12 2025 on-campus sexual-harassment incident (perpetrator = temporary NIT-PY staffer, DTNext single-outlet, institutional response unknown — parent task #23b to pre-engage NIT-PY ICC during AY 2027-28 application window). Secondary: branch-rate placement spread (aggregator CSE 69.8% / ECE 48% / EEE 62.5%) below 85% headline; faculty shortage corroborated by rolling-advertisement recruitment 2024-25; Karaikal reviews sharply polarised between locals (positive) and outstation students (sharply negative). No ragging or drug news 2022-2026. Day-scholar mode + CSE-target + ICC pre-engagement collapses risk back toward Low for Dev's profile.
- SASTRA (2026-05-13, updated 2026-05-17 third session): dual-stream admission — 50/50 seat split (corrected from aggregator-claimed 70/30; official sastra.edu says 50% Stream 1 + 50% Stream 2); within Stream 1: 50% JEE + 50% board; Stream 2: 100% board. Stream 2 weight upgraded — board-only is now half the intake. ~₹10-13 L 4-yr; Bioengineering NOT BME; "early-registration price-lock" debunked. Cutoffs (aggregator): CSE Stream 1 AIR 500-800 / Stream 2 TN-local AIR 80-150; Biotech (Bioinfo proxy) Stream 1 AIR 8-12k / Stream 2 AIR 4-6k. Bioinformatics is the SASTRA-attainable branch for Dev; CSE under merit is unrealistic. Scholarships: no admission-time waiver; Dean's Merit is Y2+ performance-contingent (40% top-3% / 20% next-7%); plan at full fees. NRI route: USD 5,000/yr (~₹19-21 L 4-yr); 75% board + 60% PCM minimum; first-come-first-served at Thanjavur; Bioinformatics open without 12th-Math; lowest-cost NRI in shortlist. NEW (third session 2026-05-17) — per-branch intake (aggregator-confidence): CSE 600 / ECE 480 / Mech 360 / Biotech 240 / Bioinformatics 60 / Bioengineering 60. Bioinformatics 60-seat pool × 50/50 split = ~30 Stream-2 board-only seats — narrow; 90%+ PCM board target. Branch-wise placement-% (Careers360 NIRF cycle): Bioinformatics 84.91% (close to overall 87.6%, healthier than bio-branch reputation suggests), Bioengineering 100%, CSE-spec 96-100%, Biotech 58.39%, ECE-core 34.64% (surprise red flag — avoid this branch). Branch-wise CTC for Bioinformatics + Bioengineering is an unresolved gap.
- SRM-KTR (2026-05-13): kept at #4 with hostel-only family rule. CLAUDE.md culture rumour partially confirmed — documented Aug 2024 + Jul 2025 police drug raids in off-campus Abode Valley / Potheri rental belt; on-campus hostels less implicated. BME standalone (90 seats), no Bioinformatics at KTR (closest: Biotech-Comp Bio, 30 seats), no IT at KTR. NIRF 13-14. 4-yr ₹17-23 L (BME/Bio) or ₹23-31 L (CSE) or ₹36-48 L (NRI). Family rule: hostel residence all 4 years.
- Vel Tech (2026-05-13): #5 safety net. BME standalone, no Bioinformatics, IT standalone. NIRF Engineering #87 / Innovation #11. Placement median ₹4 LPA. No culture incidents 2022-2026. Fees by phase, not branch (Phase I ₹3.1 L → Phase III ₹3.8 L). Strategy: take VTUEEE 2027 Phase I Slot II (Feb 2027) for top-500 rank → 50% scholarship → net ~₹10 L 4-yr (competitive with PKIET / NIT-PY).
- St. Joseph's OMR (2026-05-13): #6 tertiary fallback. Disambiguated as the Jeppiaar Trust OMR Semmancheri institution (autonomous since 2021), NOT the Sriperumbudur namesake. 11 B.E./B.Tech programmes — NO BME, NO Bioinformatics (drops out for Dev's #1/#2 branches). TNEA route ₹1.65 L/yr + Management ₹2.75 L/yr. NAAC A+. Placement median ₹4.6 LPA. CLAUDE.md §3 "early-registration price-lock" rumour DEBUNKED at both SASTRA and SJCE (closes backlog #13).
- Consultancies (2026-05-13): DIY-first; do NOT hire generic admissions consultancy. Dev's stack (CENTAC + JoSAA-HS + SASTRA + deemed-NRI) is government/portal-driven; DASA-specialist consultancies are irrelevant since DASA closed. Reserve ₹0-15 k for fee-for-service helpers (Tahsildar paperwork, Dubai attestation) vs ₹50 k-3 L for generic — real saving. Red-flag checklist + due-diligence script in [[02-Research/Consultancies/_Shortlist]].
- Fallback hierarchy (2026-05-13, final original-scope item): 5-tier ladder built. NRI route at SASTRA (~₹20-25 L 4-yr — preferred fallback) > VIT (~₹20-30 L) > SRM-KTR (~₹36-48 L) > avoid Vel Tech (~₹50-70 L). Last resort: drop year + JEE 2028 OR Polytechnic Diploma + TNLEA lateral entry (6 years total). SASTRA NRI window opens 27 Mar 2026 — backlog #33 to pre-engage them by Nov-Dec 2026.
Next 3 actions (rolling — update at end of each session)¶
- Parent (NEW, 2026-05-18): Review the candidate-college pick-list at [[02-Research/Colleges/_Other-Candidates]] and mark ☐ → ✓ on rows to pursue. Standout candidate flagged: Sathyabama Chennai (only college outside active shortlist with both standalone BME + Bioinformatics). Each pick triggers a deep-dive backlog item.
- Parent (high urgency, May-Jun 2026): Apply for Puducherry Residence Certificate at Karaikal Tahsildar + obtain school Continuous Study Certificate. Note (refined 2026-05-17): PY Residence Cert is now confirmed as a CENTAC-only requirement — JoSAA HS at NIT-PY does NOT need it. Still pursue it (CENTAC remains a parallel path), but with reduced urgency if the JoSAA-HS route is the preferred primary.
- Parent: Answer the 5 high-priority open questions in [[01-Context/Open-Questions]] (exact schooling years, 12th stream, board, reservation category, Dev's branch preference) — these gate further precision in any next research session.
Plus — with #12, #15-#19, #18b, #19b, #22, #23, #24, #25, #25b, #26, #27, #27b, #28, #29, #35 all closed, the remaining open items:

- #37 R-Culture-Dimension-Systematic — promote student culture to first-class eval dimension; apply uniformly to picked candidates.
- #38 Ops-Obsidian-EACCES-Investigate — substantively answered in [[OPERATIONS]] §Troubleshooting + README §"For Obsidian users" (open repo root, NOT docs/); leave open until user confirms working.
- ~~#39 Ops-GHActions-Bootstrap~~ — closed 2026-05-18 (.github/workflows/deploy.yml committed; local strict build verified).
- #40 Ops-GHActions-Variables-Setup — parent click-through (high priority — gates first deploy): (a) wrangler pages project create dev-college --production-branch main; (b) add CLOUDFLARE_API_TOKEN (Pages-Edit scope; can reuse the-villa's if scoped right) + CLOUDFLARE_ACCOUNT_ID = cf49c83a3c502ac7d7acea8d0a4bd7fb to GH repo secrets. See [[OPERATIONS]] §"Initial Setup" §§1-3.
- #41 Ops-GHActions-Deploy-Status-Verification — after first green deploy, add HTTP-200 + smoke-test step.

- #43 R-Refetch-Aggregator-Sourced-Data — re-verify aggregator transcription via headless Chrome (SASTRA intake/placement, JoSAA Round-6 by category, SRMJEEE branch fees, Vel Tech phase fees, SJCE NIRF).
- #44 R-Vault-TODO-Sweep — audit ~140 TODOs; classify executable / user-blocked / future-event / deprioritised.
Time-locked or parent-owned (do NOT pull early): - #33 SASTRA NRI pre-engagement — Nov-Dec 2026. - #23b NIT-PY ICC outreach — Mar-Jun 2027 (AY 2027-28 application window). - #26b SASTRA scholarships official confirmation — Mar-Apr 2027. - #17b NIT-PY day-scholar AY 2027-28 — Jun 2027. - #20 / #21 DASA brochure watches — Jun 2026 / May 2027. - #30 / #31 / #32 parent-network + Tahsildar + Dubai attestation — Nov 2026 onwards. - #16b NIT-PY category-wise ranks — low priority unless Dev's category is non-OPEN.
Open questions¶
Currently 5 open — see [[01-Context/Open-Questions]].
Recent decisions¶
See [[04-Plan/Decisions-Log]] for the full audit. Latest:
- 2026-05-18 (evening, pass 2 — GHA + Cloudflare bootstrap) — User asked to set up GitHub Actions deploy mirroring the-villa pattern. #39 closed:
.github/workflows/deploy.ymlcommitted (checkout → setup-python 3.11 → pip install →make docs→mkdocs build --strict→cloudflare/wrangler-action@v3).mkdocs.ymldeclaressite_url: https://dev-college.pages.dev/.make docsstep is the one structural divergence from the-villa (because dev-college gitignoresdocs/). #36 closed substantively:OPERATIONS.mdat repo root (mirrors the-villa convention) covers skills, mkdocs, GHA, Cloudflare, privacy, troubleshooting, #38 Obsidian symptom. Local strict build verified clean (4.56 s, mermaid Gantt rendered). #40 / #41 / #42 still need parent click-through — exact instructions in [[OPERATIONS]] §"Initial Setup". - 2026-05-18 (evening — backlog augmentation, 8 new items) — On user request, appended #36-#44 to [[04-Plan/Research-Backlog]]. Mix of Operations (Operations Handbook #36, Obsidian EACCES fix #38, GitHub Actions bootstrap #39 + variables #40 + deploy-status #41, Cloudflare Access auth #42) and Research (culture-dimension systematisation #37, aggregator-re-fetch from official sources via headless Chrome #43, vault-wide TODO sweep #44). User signalled "address them one by one as we proceed" → no execution this turn; queue order is user-driven. Picked-candidate items from [[02-Research/Colleges/_Other-Candidates]] now start at #45 (was #36 in the placeholder, displaced).
- 2026-05-18 (later — widen candidate set) — On user request, added PTU (Puducherry Technological University, ex-PEC, renamed Oct 2020) as a formal research target. Stub note created at [[02-Research/Colleges/PTU-Puducherry]] populated from existing cross-references; backlog #34 opened for the full deep-dive. Backlog #35 closed inline: rewrote [[02-Research/Colleges/_Other-Candidates]] from a 2026-05-12 TODO stub into a curated 4-tier pick-list (Tier A 5 + B 6 + C 7 + D 11 = 18 candidates surveyed; 11 skip-with-rationale recorded). Standout candidate: Sathyabama Chennai (only college outside the active shortlist with both standalone B.Tech BME + Bioinformatics). Pick-mechanism: user marks ☐ → ✓ in the file; each pick spawns a new backlog item.
- 2026-05-18 (propagation pass) — Pushed the NIT-PY revisions (commit
0bdc9d0) into the four user-facing summaries that had stayed stale: [[03-Summaries/Colleges-OnePager]] rewritten from TODO-stub to verified per-row table; [[03-Summaries/Quotas-OnePager]] refreshed (JoSAA FAQ Q41 as the basis for NIT-PY HS; closed the day-scholar open-question; SASTRA fee ₹10-13 L corrected from ₹15-18 L); [[04-Plan/Budget]] merged duplicate NIT-PY rows into single official-PDF-anchored row (~₹6-6.5 L day-scholar / ~₹8.4-8.8 L residential); [[03-Summaries/Recommendation-OnePager]] rewritten from 2026-05-12 stub into the canonical single-screen answer (3 primary tracks + 5-tier fallback + What-NOT-to-do + ordered calendar). No new research; pure propagation. - 2026-05-18 (NIT-PY revision) — Backlog #17/#18/#19 REVISED against newly-located official PDFs (commit
0bdc9d0). AY 2025-26 UG B.Tech Fee Structure PDF located via headless Chrome + curl--insecureagainstnitpy.ac.inSPA. Material corrections: fees Y1 ₹157,950 / Y2-4 ₹145,500 (was ₹140,350 / ₹135,900); placement Civil 81% / ₹14.4 L (was 59% / ₹6.3 L), Mech 81% (was 60.71%), ECE 84% (was 72.41%), CSE 92% (was 88.68%) — all five branches placed 80%+, "weak tail" framing dropped. Day-scholar codified in Hostel Rule 5.1 ("residents of Karaikal students" named). - 2026-05-17 (session 4) — Backlog #18b, #19b, #24, #25b, #27b all closed via
curl + Chrome --headless(no brew install needed; Chrome already at /Applications). 4 audit PDFs downloaded toattachments/: DASA 2025 Brochure (1.7MB, 65pp; closes #24), NIT-PY Fee Remission Circular AY 26-27 (10pp, NITPY/ACAD/2026/101 dated 23-03-2026; closes #18b), NIT-PY T&P Annual Report 2024-25 (1pp summary; closes #19b), NIT-PY Hostel Rules (bonus). #25b + #27b closed as "no artifact exists" — SASTRA does not publish standalone admissions brochure or T&P annual report PDFs. Methodology: curl + browser-UA bypasses most WebFetch 403s; Chrome--headless --dump-domexposes JS-rendered links. - 2026-05-17 (session 3, late) — Backlog #12 (Exam calendar refresh) closed via the
refresh-admissions-datesskill. 5 AY 2026-27 baseline errors corrected: BITSAT S1 -6 weeks (was 26-30 May, actual 15-17 Apr); BITSAT S2 -4 weeks (was 22-26 Jun, actual 24-26 May); SASTRA app close +5 weeks (was 30 Apr, actual 5 Jun); SRMJEEE Phase 3 +3 weeks (was mid-Jun, actual 4-5 Jul); VITEEE exam +1 week. Significant timeline impact: if Dev wants BITSAT 2027 in his portfolio, registration must close mid-March 2027, not mid-May. No AY 2027-28 notification published anywhere yet — next skill run Sep 2026. - 2026-05-17 (session 3) — Backlog #23 (NIT-PY Reddit trawl), #25 (SASTRA per-branch intake), #27 (SASTRA branch-wise placement) all closed. NIT-PY culture verdict upgraded Low → Low-medium on the back of a verified Jan 12 2025 on-campus sexual-harassment incident (perpetrator = temporary NIT-PY staffer; DTNext single-outlet). Mitigation: day-scholar mode + ICC pre-engagement (#23b). SASTRA per-branch intake (aggregator-confidence): CSE 600 / ECE 480 / Mech 360 / Biotech 240 / Bioinformatics 60 / Bioengineering 60. SASTRA branch-wise placement-%: Bioinformatics 84.91% (close to overall 87.6% — healthier than reputation), Bioengineering 100%, Biotech 58.39%, ECE-core 34.64% (red flag — avoid this branch within SASTRA). CSE specialisations 96-100% (still unattainable under merit). Branch-wise CTC for Bioinformatics + Bioengineering is a residual gap. Spawned #25b, #27b, #23b.
- 2026-05-17 (session 2) — Backlog #22, #26, #28, #29 closed. NIT-PY at permanent Thiruvettakudy campus since July 2016 (Phase I/II construction = expansion, not pending move-in). SASTRA stream-split CORRECTED to 50/50 (official) from earlier 70/30 (aggregator error) — board-only path doubles in strategic weight. SASTRA cutoffs: Bioinformatics attainable for Dev; CSE under merit not. SASTRA scholarships: no admission-time waiver; Dean's Merit is Y2+ performance-contingent. SASTRA NRI: USD 5,000/yr → ~₹19-21 L 4-yr; lowest-cost NRI in shortlist; Bioinformatics open without 12th-Math.
- 2026-05-17 — Backlog #15-#19 closed: NIT-PY follow-up cluster (JoSAA HS rule, Round-6 ranks, day-scholar, fees, placement). Major simplification: JoSAA HS is determined by Class XII state, not domicile — PY Residence Cert NOT required for JoSAA HS. Dev's JEE targets: CSE ≤ 65k / ECE ≤ 85k / EEE ≤ 115k under PY HS. NIT-PY 4-yr cost ~₹8 L residential or ~₹5.5 L day-scholar.
- 2026-05-13 — Backlog #11 closed: per-college culture verdicts locked in. NIT-PY low, SASTRA low-medium (academic pressure), SRM-KTR moderate (hostel-only rule), Vel Tech low, SJCE low. No college dropped on culture grounds alone.
- 2026-05-13 — Backlog #14 closed (FINAL original-scope item): 5-tier fallback hierarchy. SASTRA NRI is the preferred Tier-4 fallback (₹20-25 L 4-yr; only Bioinfo standalone). Avoid Vel Tech NRI. Last resort: drop year + JEE 2028 OR Polytechnic Diploma + TNLEA.
- 2026-05-13 — Backlog #10 closed: DIY-first consultancy approach. Default = do NOT hire. ₹0-15 k fee-for-service ceiling vs ₹50 k-3 L generic. Real saving.
- 2026-05-13 — Backlog #9 closed: SJCE OMR = #6. Disambiguated as Jeppiaar Trust autonomous (since 2021); NO BME, NO Bioinformatics; TNEA ₹1.65 L/yr or Mgmt ₹2.75 L/yr. Backlog #13 fully closed: early-registration price-lock myth debunked at both SASTRA and SJCE.
- 2026-05-13 — Backlog #8 closed: Vel Tech = #5 safety net. Take VTUEEE Phase I Feb 2027 for top-500 → 50% scholarship → ~₹10 L 4-yr. NIRF Eng #87 / Innovation #11. No culture incidents.
- 2026-05-13 — Backlog #7 closed: SRM-KTR = #4 in stack with hostel-only family rule. Culture rumour partially confirmed (off-campus rental belt, not on-campus). BME standalone (90 seats); Bioinformatics NOT at KTR. NIRF 13-14.
- 2026-05-13 — Backlog #6 closed: SASTRA = #3 in stack; only Bioinformatics path; 4-yr fees revised down to ₹10-13 L; Bioengineering≠BME correction; early-registration price-lock debunked. Apply Stream 1 + Stream 2 in parallel.
- 2026-05-13 — Backlog #2/#3/#4 closed: DASA/CIWG CLOSED for Dev; JoSAA HS at NIT-PY becomes primary JEE-Main lever; 10 follow-up items spawned.
- 2026-05-13 — Backlog #5 closed: BME target = PKIET Karaikal; Bioinformatics only at SASTRA in scope.
- 2026-05-13 — Backlog #1 closed: PY CENTAC primary; TN TNEA conditional backup; hard constraint = 12th std must be in Karaikal.
- 2026-05-12 — Vault initialised. Target AY 2027–28 confirmed.
